The President's last General Assembly presents an opportunity for him to discuss the success of this approach, highlighting the accomplishments it has brought to the American people and the world, according to a senior administration official who spoke to reporters on Monday.

Biden's speech is constrained by the geopolitical context, leaving little room for celebration.

Ongoing conflicts in Ukraine, Sudan, and the Middle East have persisted since Biden's last UNGA address in September 2023.

An all-out regional war is imminent in the Middle East, just over a year after Israel launched its massive military operation in Gaza in response to Hamas' attack in October 2023.

The attack resulted in the deaths or captivity of hostages taken by Hamas, with tens of thousands of people in Gaza being killed or injured. Palestinians are currently enduring a severe and deteriorating humanitarian crisis.

The Biden administration frequently highlights its dedication to a truce and captive exchange.

Some congressional Republicans now openly oppose continuing to provide U.S. arms to Ukraine, despite it being two and a half years into its war with Russia and facing an uncertain future.

Over a year, the civil war in Sudan has persisted, and as the humanitarian situation worsens, new ceasefire negotiations are just beginning.

The administration official stated on Monday that in his speech on Tuesday, Biden will stress the importance of "effective global institutions, particularly an adapted United Nations," to tackle the challenges.

"The official stated that this is his vision of countries collaborating, which is a significant aspect of his presidency and legacy."

Biden has a packed schedule of high-level meetings to address geopolitical problems in private settings.

"The UN General Assembly has the advantage of having the whole world present, as stated by an administration official who was granted anonymity to discuss the president's agenda. This means that crises of the day can be addressed when they arise."

On September 21st, Biden held a summit in his hometown of Wilmington, Delaware, with the leaders of Australia, India, and Japan.

On Monday, Biden met with United Arab Emirates President Mohamed bin Zayed Al Nahyan in Washington. On Tuesday in New York, Biden will host a summit on the ongoing effort to fight the trafficking of synthetic drugs.

On Wednesday, he will meet with President Tô Lâm of Vietnam, while on Thursday, Biden will host Ukraine's President, Volodymyr Zelenskyy in Washington.

Foreign leaders are scheduling meetings with Vice President Kamala Harris and former President Donald Trump, the two major party nominees, as Biden prepares to end his presidency.

On Monday, Harris met with the UAE President, and she will meet with Zelenskyy on Thursday in Washington.

Sources from Trump's campaign informed NBC News that he is expected to meet with Zelenskyy, Modi, and Duda.
