If Kamala Harris were to become President, she would likely prioritize countering China and strengthening partnerships in the Indo-Pacific region, according to Rush Doshi.

The Democratic National Committee's recently released policy platform has drawn attention for placing Europe at the forefront of its foreign affairs chapter.

On Wednesday, Doshi cautioned against interpreting the platform as a shift from the Indo-Pacific to Europe, while speaking to CNBC's "Squawk Box Asia."

The order in which things appear on a platform should not be read too deeply into. According to Doshi, senior fellow for Asia studies and China Strategy Initiative director at the Council on Foreign Relations, Vice President Harris's record as a senator and vice president demonstrates a significant investment, involvement, engagement, and focus on the Indo-Pacific.

The DNC released the 2024 policy platform document on Sunday, but the document was written and voted on before President Joe Biden dropped out of the race and contains several references to a "second Biden term."

Instead of considering Harris' stance on the Indo-Pacific, Doshi advised examining the policymaker's past work in the region.

He emphasized her role in passing crucial legislation on China, specifically her co-sponsorship of bills on Hong Kong and Xinjiang's autonomous region.

Over the past four years, Harris has spent a considerable amount of time traveling to the region and has met with almost every Asian leader during her tenure as vice president and senator.

Taiwanese President William Lai and Chinese President Xi Jinping were among those leaders in January and later that same year, respectively.

Harris has met with other regional heads of state, including Philippine President Ferdinand Marcos Jr., Vietnamese President Nguyen Phuc, and Japanese Prime Minister Kishida Fumio.

Doshi mentioned Harris' role in the Biden administration's foreign policy plan.

Doshi stated that the administration spent four years intensely focused on the Indo-Pacific, with one of the most comprehensive agendas in the region in recent years.

The political scientist emphasized that the agenda was centered on forming partnerships and alliances.

The AUKUS and Quad partnerships are viewed as attempts to counter China's dominance in the region.

Experts, including Doshi, suggest that the Biden-Harris administration adopted a partnership-focused strategy for economic and trade policies, with a goal of challenging China's dominance.

Experts have previously stated to CNBC that Donald Trump, the former president and Republican nominee, has adopted a more unilateral approach to implementing his tough-on-China policy.
