In his Tuesday address, President Biden proposed various measures to assist low- and middle-income families, particularly those with children.

A timeline on more help is unclear, however.

Biden's proposals are continuations of his American Rescue Plan, which was signed into law last year. The pandemic-era aid, he stated, provided "a little bit of breathing room" for people.

The proposals

Biden aims to decrease the cost of childcare, which, according to him, amounts to an average of $14,000 annually per child in major cities.

The proposed legislation would reduce childcare costs for many families, allowing parents to increase their incomes and potentially encourage women who left the workforce due to childcare challenges to return.

Biden advocated for raising the federal minimum wage to $15, a long-standing demand of Democrats. Currently, the federal minimum wage is $7.25 and has remained unchanged for over a decade, despite many states setting their own minimum wages higher.

Biden also expressed his desire to prolong the increased child tax credit, which in 2021 provided families with eligible children with a larger benefit, including monthly advance payments. These payments were demonstrated to alleviate financial stress and assist families with necessities such as groceries, rent, utilities, and clothing for their children.

He also mentioned continuing support of community colleges.

Timeline unclear

The $1.75 trillion economic plan, Build Back Better, included many of the same proposals as the halted plan.

Manchin's opposition to the enhanced child tax credit extension was due to his requirement for a work requirement.

Mitt Romney, a Utah Republican Senator, is currently working on a child tax credit proposal that includes work requirements and aims to gain bipartisan support.

The American Rescue Plan initially included raising the federal minimum wage to $15 an hour, but this provision was removed after the Senate parliamentarian ruled that it could not be included in a budget reconciliation package.

Lauryn Williams: Communities need to work together

Although Biden raised the federal minimum wage for all workers to $15, there has been little progress on increasing the overall federal minimum wage.

The uncertainty surrounding the passage of legislation including these measures is due to these roadblocks. In January, Biden expressed doubt about his ability to pass Build Back Better with two crucial components: the child tax credit and assistance for community college costs.

Although he expressed hope that the plan could be passed in smaller parts, there is still no timeline or separate legislation proposed for each issue that could potentially pass both the House and Senate.
